2014 budgetary-fiscal and customs policy does not meet expectations of businessmen, ANB

The budgetary-fiscal and customs policy for 2014 and the public debates on it do not meet the expectations of businessmen, said representatives of the National Business Agenda (ANB).

In a roundtable meeting, ANB expert Ion Tornea said a part of the proposals formulated by businessmen were accepted by the Ministry of Finance, including the recommendation that the employers should not pay VAT on the costs incurred for providing the employees with food, transport and specialty studies. Social insurance and health contributions on them will also not be calculated.

The proposal to exempt the persons who calculated a tax incorrectly and this thing was established when carrying out the fiscal inspection repeatedly from paying fines and penalties if this fact wasn’t determined during the previous fiscal inspection was also accepted.

But there weren’t accepted proposals that, according to experts, help achieve the goals set in the budgetary-fiscal and customs policy for 2014. Among them is the proposal that the penalties imposed on economic entities should correspond to the real damage caused. “This provision is contained in the roadmap for eliminating constraints, but is not present in the budgetary-fiscal policy. Moreover, the Ministry of Finance rejected the given proposal. Thus, we do not know what prevails – the Government’s plan of action, the roadmap for eliminating constraints or the Ministry’s opinion,” said Ion Tornea.

Chairman of the Union of Associations of Agricultural Producers Alexandru Slusari said the Ministry of Finance breaks the law as it says that any normative document with regulatory impact should go through the working group on economy, finance and entrepreneurship of the National Participation Council. Also, there is no coherence in agriculture as regards the VAT on agricultural products and sugar.

The National Business Agenda represents a platform that brings together over 30 of the most representative business associations and chambers of trade and industry. Its goal is to influence public authorities’ business regulation policies and practices.
