Before being put up for voting, the parliamentarians debated the Budget for almost an hour. The Communist faction insisted that the draft Budget should be sent back to the commissions, claiming that some figures had been changed in breach of rules.
The Communists also claimed that the subsidies to districts in respect of capital investment were allocated according to the political allegiances of the heads of the local administrations.
The State Budget was adopted with 55 votes. It provides for incomes of 21.36 billion lei, up 11.9% on this year, and expenses of 22.16 billion lei, with a resulting deficit of 0.8 billion lei. The deficit is expected to be covered by proceeds from the sale of state securities and state property, and by funds from external sources. Grants are planned to amount to 2.4 billion lei, including 0.98 billion lei in direct budget support.
