2011 will be the year of modernizing the system for checking public servants’ incomes and properties
The civil society representatives want to declare 2011 – Year for perfecting the system for checking public servants’ incomes and properties. The proposal has been made on Thursday, within the meeting with the Prime Minister Vlad Filat, and mentioned again at a live-show on Publika TV, Info-Prim Neo reports.
“We have expressed our concern regarding the modest successes of the government in preventing and repelling corruption. One of the causes was the political will. In the previous and the present alliance, different parties have a different availability when faced with the problem of corruption, and that is why we foresee that there will be trouble”, Lilia Carasciuc, president of Transparency International Moldova, declared for Publika TV.
At the meeting with Vlad Filat, the National Council for Participation has come up with solutions meant to fight off corruption. “We also have to adjust the legal framework. Unfortunately, the legal framework of preventing and repelling corruption doesn’t allow the state to prevent and fight the phenomenon. Furthermore, there is a need for increasing attention to the phenomenon of corruption in the judiciary system and I have proposed to begin with the monitoring of the degree of discretion used in criminal proceedings”, mentioned Lilia Carasciuc.
There was also mentioned the need to pay attention to the fact that the law of conflicts of interests exists for two years. “There is some progress, more public servants understand the notion of conflict of interests, but there is no mechanism and for this reason the causes of the conflict of interest haven’t been studied”, Lilia Carasciuc also mentioned. Transparency International Moldova’s Director also added that, although the discussion had criticized the current system, the prime minister agreed with the fact that the results of the fight against corruption are very modest.
Vlad Filat’s meeting with the civil society’s representatives is the third in the cycle of consultations regarding the future program of government. The assigned premier has previously met the representatives of labor unions multiple times.
