According to Pavlov, the economic crisis seriously affected the capital city, but the CMC was unable to manage the situation, with the ordinary citizens suffering the consequences. “The incapacity of the municipal councilors and the admitted mistakes made the ordinary people's life more difficult,” Pavlov said. “The nominal compensations for heat approved by us did not help the Chisinau residents. They only caused trouble as Termocom did not come out of the financial crisis, while the conflict between the local authorities and the heat supplier continues. The thermoelectric power plants CETs and the National Agency for Energy Regulation now got involved in the conflict too,” the councilor said. Pavlov considers that the decision to raise the bus and trolleybus fares and deprive the veterans and pensioners of the right to travel by public means of transport free of charge was the worst decision. “The new heat charge did not produce the projected result,” said Pavlov. “The public transport was and remained 'subdued'. It is bad that neither the Council nor the mayor general realized that the decision affected the Chisinau residents The Communist faction demands that the decision be reviewed,” Pavlov said. According to Pavlov, the municipality caused problems where there were none as they planned the same sums for compensations as those that the CMC transfers to the companies that provide services as subsidies. “As a result, we forced the people to collect the documents needed to receive compensations and gave the civil servants more work to do. Thus, many people do not use the public units of transport, but prefer to go on foot. That was a New Year gift for the Chisinau residents,” the councilor stressed. However, the Communist councilor said the situation in the CMC towards the end of the year has improved a little. The Council's work is more efficient, but the Democrats' attitude towards the Communists has not changed. Valery Pavlov wishes 2010 to be a year of understanding. “We can achieve the set objectives only by understanding,” he said. The councilor also said that the Chisinau administration does not have new long-term projects for 2010. The only real project is the General Urbanistic Plan that will be implemented gradually.
