[The Republic of Moldova at an intersection of years – Info-Prim Neo survey] The councilor on behalf of the Moldova Noastra Alliance in the Chisinau Council Pavel Caba told Info-Prim Neo that last year was a difficult year, but 2010 will be even more difficult. “We encountered many difficulties at the local and national levels,” said Caba. “2009 was a hard year, but more difficulties are yet to come. The situation at the central level will influence the developments in Chisinau.” Pavel Caba approved of the local executive's decision to form a democratic coalition in the Chisinau Council as they could adopt many important decisions. “The approval of the budget for 2010 was the most important thing,” said Caba. “This document can be considered balanced, but it cannot help solve all the problems faced by the capital city. Not much money has been allocated for capital investments during the last few years. Even if the sum for 2010 is ten times higher, these resources represent only one tenth of the city's necessities. In fact, we will cover again the current investments and will not invest in roads, infrastructure and housebuilding.” Pavel Caba considers that the elimination of the conflicts in the CMC was the greatest accomplishment of 2009. According to him, last year saw many arguments and misunderstandings that he does not want to remember. “In December last year we made more decisions that during the other months of the year taken together,” the councilor said. As builder by profession, Pavel Caba was engaged in the implementation of the General Urbanistic Plan of Chisinau. He considers that only the gradual implementation of this document can help the capital city make progress and become a truly European city. “The economic crisis could deepen this year. We must make concerted efforts to overcome it. The local and central administration must propose programs aimed at attracting investments and solving the people's problems. I hope in 2010 we will return to the projects that I consider now the most important – the building of the waste disposal plant and the reconstruction of the wastewater treatment stations,” the AMN councilor said.
