11,000 persons declared revenues lower than their expenses for 2012

As many as 11,000 private individuals declared incomes lower than their expenses for last year. The discrepancies were determined when examining the income taxes submitted to the State Main Tax Inspectorate by March 31, IPN reports.

In an interview for Radio Moldova, the head of the Main State Tax Inspectorate Ion Prisacaru said the analysis was made following the implementation of the indirect methods and sources for assessing the incomes of private individuals as a result of changes made to the Tax Code.

“We selected 50 persons out of these 11,000 and then stopped at 20. They will be verified by applying the indirect methods and sources as we do not rule out that certain mistakes could have been made in the information system and we cannot bother the people without reason,” said Ion Prisacaru. The discrepancies between the incomes declared by these 20 persons and the purchases made by them in 2012 are the greatest, amounting to millions of lei.

“We are now sending notices to these persons as they must know that they are verified. We give them time to present additional data. Maybe they earned money abroad, which was declared in those countries. We will work with these taxpayers so that they voluntarily declare and pay the required taxes. If they do not comply, the undeclared incomes will be anyway taxed. The legislation allows an error of at most 300,000 lei,” stated the head of the Main State Tax Inspectorate.

Ion Prisacaru refused to give names, but said that these persons do not include government officials. In the next stages, emphasis will be put on the other persons whose income statements reveal discrepancies. Asked when the Tax Service will be able to provide civil society with the first information about the impact of the indirect assessment methods and sources, Prisacaru said that probably at this yearend.

The indirect methods and sources for assessing the incomes of private individuals are applied to persons who, during a fiscal year, from January 1, 2012, obtained real estate, securities, units of transport and other possessions whose value exceeds 500,000 lei. The information about expenses is received from the Customs Service, the Cadastral Office, the document issuing company “Registru”, the National Bank of Moldova, notary offices and other sources stipulated in the amendments to the Tax Code.
