One hundred families said they were cheated by the founders of the constriction company “Kartier Konstruct Company” SRL. In a news conference at IPN, representatives of the families complained that they invested their last money in the constriction of apartments in Bubuieci village of Chisinau municipality and found out now that this company is on the verge of insolvency.
Alexandru Batiusca, one of the company’s clients, said the families started to invest in the construction of apartments in 2011. Some of them paid in installments, while others paid the whole sum. The company’s founders collected over €1 million from them. Until 2013, the company was to erect six apartment buildings, but it built only their foundations. The homes were to be ready by December 31, 2013.
Another client Constantin Chitic said he invested several thousand euros in the construction of the apartment and is now in litigation with the contractor. Even if he won the case, he cannot get his money back because a part of the company’s property was sequestrated, while the other part is to be sold at auction. Afterward, the money will be distributed among the victims.
Galina Caftanat raises alone a child. She borrowed money from relatives and friends to build the apartment, but remained without home and with debts. “We trusted this company as it broadcast TV advertisements. It took part in an exhibition where it informed the people about homebuilding and now we remained without homes,” she stated.
Client Valerian Serban said he sold his apartment in Soroca as he wanted to buy another one in Chisinau so as to be closer to his invalid grandchild. But now he has no money and no home. His wife is over 60 but went abroad to work. “It is a tragedy for my family,” he stated.
Diana Zgardan phones the construction company weekly and is every time assured that the firm will take out a loan and will finish the construction works.
Client Alexandru Shevchuk believes that the State Main Tax Inspectorate, the Prosecutor General’s Office and other competent bodies must investigate this case and take measures as hundreds of other families will be cheated and will remain without apartments.
