SCRISOARE DESCHISĂ către conducerea de vârf a Republicii Moldova ⮇English version below⮇ ⮇русская версия ниже⮇ Stimată conducere de vârf a Republicii Moldova, noi, VB Trans Logistik, companie care de zeci de ani activează pe piața transporturilor din Germania, am răspuns apelurilor repetate ale dvs. privind necesitatea impulsionării proceselor investiționale în Republica Moldova și, în anul 2022, am venit pe piața locală a transporturilor. Am adus cu noi bogata experiență acumulată în Germania, sperând că vom putea schimba în bine situația în acest domeniu și în Republica Moldova. Astfel, investind în jur de 6 milioane de euro, am adus în Republica Moldova autocare de ultimă generație (cu două etaje), șoferi profesioniști, însoțitoare de bord cu o pregătire profesională apreciabilă. Ghidați de ideea că cetățenii Republicii Moldova trebuie să beneficieze de servicii de transport moderne și la costuri accesibile, am stabilit prețuri la bilete de câteva ori mai mici decât la alte companii. Am putut face acest lucru în contul capacităților mult mai mari de transportare a pasagerilor cu autobusele noastre, fără a admite nici cea mai mică probabilitate a dumping-ului. Însă, se vede că activitatea noastră și efortul depus în binele pasagerilor din Republica Moldova, care pot acum călători în toată Europa cu autocare moderne și la preț accesibil, nu a plăcut concurenților și nici unei persoane pe care o angajasem inițial, iar ulterior am fost nevoiți să o concediem, dat fiind că nu s-a ridicat la nivelul sarcinilor puse în fața sa. Spre exemplu, persoana respectivă a luat de la noi 25 de mii de euro pentru perfectarea setului de documente aferent rutelor pe care circulăm. Dar nici documente nu ne-a prezentat și nici banii nu i-a restituit, motiv pentru care am depus o plângere la organele procuraturii. Ce s-a întâmplat în ultimele luni cu noi, nici prin cap nu putea să ne treacă atunci când am decis să investim în Moldova. Ni s-au fabricat dosare, s-au făcut percheziții, s-au instituit interdicții șoferilor noștri și însoțitoarelor de bord, de facto ei fiind lipsiți de posibilitatea de a activa și a-și întreține familiile. Li se transmit mesaje să plece din firma noastră și nu vor mai avea probleme. în paralel, ni s-au vandalizat autocarele în repetate rânduri. Presiuni au fost exercitate și asupra companiei noastre partenere - Nicar, care nu are nimic cu autocarele noastre, ci doar vinde bilete pe rutele pe care le operăm. Ni se transmit mesaje camuflate că suntem nedoriți pe piața Republicii Moldova și că, dacă nu vom înțelege acest lucru, ar putea urma și alte presiuni. Peste tot auzim despre cumetri și ni se spune că acela e cumătru cu X, iar X e cumătru cu Y etc. Și toți acești cumetri, având funcții de răspundere, oricum vor obține ceea ce-și doresc - plecarea noastră de pe piața Republicii Moldova. Nu înțelegem de ce concurenții, în loc să-și îmbunătățească condițiile de transportare a pasagerilor, aleg să ne atace pe noi. Concurența trebuie să fie liberă și sănătoasă, dar nu cu implicarea ilegală a structurilor de stat pentru anihilarea noastră. Stimată conducere de vârf a Republicii Moldova! Solicităm să luați la control personal cazul companiei noastre. Căci, dacă investitorii din afară vor afla cum suntem tratați noi, cei care am venit aici de pe piața Germaniei, nu vor mai avea nici un interes față de Republica Moldova. Noi încă încercăm să fim optimiști și sperăm că abuzurile contra noastră vor înceta, iar compania își va putea desfășura activitatea așa cum e firesc într-un stat de drept. Dacă însă acest lucru nu se va întâmpla, vom fi nevoiți să dăm nume concrete, dar și alte detalii relevante în contextul presiunilor la care suntem supuși. De asemenea, ne rezervăm dreptul, ca agent economic ce activează pe piața Germaniei, să apelăm la presa internațională și să să-i atenționăm pe potențialii investitori despre adevăratul climat investițional din Republica Moldova. Vom face uz și de toate posibilitățile legale pe care le avem pentru a implica structurile europene relevante, care nu pot să nu ia atitudine față de presiunile la care este supus un agent economic din Uniunea Europeană. |

| Honourable management personnel of the Republic of Moldova, we, VB Trans Logistik, a company that has been operating on the transport market in Germany for decades, have responded to your repeated calls regarding the need to boost investment processes in the Republic of Moldova and, in 2022, we have come on the local transport market. We brought with us the rich experience accumulated in Germany, hoping that we will be able to change the situation for the better in this field and in the Republic of Moldova. Thus, investing around 6 million euros, we brought to the Republic of Moldova state-of-the-art coaches (with two floors), professional drivers, flight attendants with appreciable professional training. Guided by the idea that citizens of the Republic of Moldova should benefit from modern transport services at affordable costs, we set ticket prices several times lower than other companies. We were able to do this at the expense of the much larger capacities of transporting passengers with our buses, without admitting even the slightest probability of dumping. However, it can be seen that our activity and the effort put in for the good of passengers from the Republic of Moldova, who can now travel all over Europe with modem coaches at an affordable price, were not liked by our competitors, nor by any person we had initially hired, and later we were had to fire her, given that he did not rise to the level of the tasks set before him. For example, the person in question took 25 thousand euros from us for perfecting the set of documents related to the routes we use. But he didn't present us any documents and didn't return the money, which is why we filed a complaint with the prosecutor's office. What happened to us in the last months, we couldn't even imagine when we decided to invest in Moldova. To us were fabricated files, searches were carried out, bans were instituted on our drivers and flight attendants, de facto they were deprived of the possibility to activate and support their families. Messages are sent to them to leave our company and they will have no more problems. In parallel, our buses were repeatedly vandalized. Pressure was also exerted on our partner company - Nicar, which has nothing to do with our buses, but only sells tickets on the routes we operate. We are being sent camouflaged messages that we are not wanted on the market of the Republic of Moldova and that, if we do not understand this, other pressures could follow. Everywhere we hear about cousins and we are told that one is relatives of X, and X is relatives of Y, etc. And all these relatives, having positions of responsibility, will get what they want anyway - our departure from the market of the Republic of Moldova. We do not understand why our competitors, instead of improving their conditions for transporting passengers, choose to attack us. Competition must be free and healthy, but not with the illegal involvement of state structures for our annihilation. Honourable management personnel of the Republic of Moldova! We request that you take personal control of our company's case. Because, if outside investors find out how we are treated, those who came here from the German market, they will no longer have any interest in the Republic of Moldova. We are still trying to be optimistic and hope that the abuses against us will stop, and the company will be able to carry out its activity as it is natural in a state of law. However, if this does not happen, we will have to give concrete names, but also other relevant details in the context of the pressures to which we are subjected. We also reserve the right, as an economic agent active on the German market, to call on the international press and warn potential investors about the true investment climate in the Republic of Moldova. We will also make use of all the legal possibilities we have to involve the relevant European structures, which cannot fail to take a stand against the pressures to which an economic agent from the European Union is subjected. |

Однако видно, что наша деятельность и усилия, прилагаемые на благо пассажиров из Республики Молдова, которые в настоящем могут путешествовать по всей Европе на современных автобусах и по доступной цене, не понравились конкурентам, а также одному конкретному человеку, которого мы изначально наняли, а позже нам пришлось уволить ее, так как она не поднялась до уровня задач, поставленных перед ней. Например, этот человек взял у нас 25 тысяч евро на подготовку комплекта документов, связанных с маршрутами, на которых мы работаем. Но не представил нам ни документы, ни деньги не вернул, поэтому мы подали жалобу в прокуратуру. То, что произошло с нами в последние месяцы, не могло нам даже прийти в голову, когда мы решили инвестировать в Молдове. На нас были сфабрикованы дела, проведены обыски, наложены запреты на наших водителей и стюардесс, практически они были лишены возможности работать и содержать свои семьи. Им отправляют сообщения, чтобы они покинули нашу компанию и тогда у них больше не будет проблем. Параллельно мы несколько раз подвергались вандализму. Также было оказано давление на нашу партнерскую компанию - Nicar, которая не имеет ничего общего с нашими автобусами, а только продает билеты на маршруты, которые мы обслуживаем. Нам присылают замаскированные сообщения о том, что мы нежелательны на молдавском рынке и что, если мы этого не поймем, может последовать давление другого характера. Конкуренция должна быть свободной и здоровой, а не с незаконным привлечением государственных структур для нашего уничтожения. Уважаемое высшее руководство Республики Молдова! Просим Вас взять под личный контроль случай нашей компании. Так как, если внешние инвесторы узнают, какое отношение проявляется к нам, к тем, кто пришел сюда с рынка Германии, больше не будут проявлять никакого интереса к Республике Молдова. Мы по-прежнему стараемся сохранять оптимизм и надеемся, что злоупотребления в отношении нас прекратятся и компания сможет осуществлять свою деятельность так, как это принято в правовом государстве. Если, однако, этого не произойдет, нам придется дать конкретные имена, а также другие соответствующие детали в контексте давления, которое на нас оказывается.
