State could assume costs for individual prostheses

The state could assume the costs for the individual prostheses and consumables needed for the surgical and prosthetic rehabilitation of patients with malignant brain, neck and locomotor system tumors and of the patients with anophthalmia, regardless of etiology. The costs will be covered with money from the mandatory health insurance funds that are managed by the National Health Insurance Company (CNAM). The MPs gave a first reading to a relevant bill on April 22, IPN reports.

PAS MP Dan Perciun, bill author, said the CNAM now covers only the costs incurred by patients who were diagnosed with cancers and disadvantages other categories of patients who need support from the state.

For Moldova MP Ruxanda Glavan asked for explanations over calculations. “The author mixes things up. Prosthetizing means not only the cost of prosthesis, but also the cost of the done work. The Government Decision stipulates two different positions: operation and prosthetizing. The presented calculations are definitely lower than the real costs. For the second reading, I ask you to clarify these aspects with the insurance company so that we do not adopt something that cannot be applied,” suggested Ruxanda Glavan.

PPPDA MP Dinu Plîngău said that for the second reading, they ask for the mandatory appraisal of the Government as a number of bills have been recently adopted without such appraisals and this should not be turned into a practice.

According to the statistics available in the informative note to the bill, 100 prostheses are made annually and 70% of them are provided for money (2,900 lei per case).
