The draft regulations concerning the provision of financial assistance to particular categories of citizens of Chisinau municipality for paying for energy resources and public utilities were proposed again for public debates, during September 14 – October 4. Recommendations can be sent to 33 Mihai Eminescu St, office 6, the General Public Amenities Division, or to the email address firstname.lastname@example.org.
Contacted by IPN for details, the Division’s deputy head Gennady Dubița said that this is the second stage of public consultations after which the draft regulations will be finalized and submitted to the Chisinau Municipal Council for approval.
Under the draft regulations, the persons who got cold-month allowances last year will benefit from such aid this year too, without filing again an application, on condition that they meet the specified criteria. The eligibility criteria were kept. The assistance is intended for disadvantaged families whose incomes during the past 12 months didn’t exceed 3,000 lei. As an exception, the young families whose total average monthly income for the past 12 months didn’t exceed 5,000 lei can also receive such allowances.
The procedure for submitting applications was simplified. The persons need to present only the certificate concerning the number of persons who live in the apartment/house. The other necessary documents the people have at home, such as copies of the identity card, birth certificate and ownership certificate, while other information is available in the datable. The persons who didn’t get cold-month allowances the previous season and those who have changes in the family will submit new applications.
The draft decision is available on the official website of the Chisinau City Hall, on the governmental platform particip.gov.mdm or at the head office of the Public Amenities Division.
About 28,000 families last year received aid to pay for electricity, heat or public utilities. The average payment per dwelling was 450 lei. The payments are made from the municipal budget.
