The Presidential Pardon Commission has found a mother of five convicted for fraud uneligible for pardon as her case does not meet basic standards, the Commission’s chair Ion Guzun told a press briefing.

Natalia Uraschi was among 188 convicts who applied for presidential pardon. The Commission has found that her case does not meet the admission of guilt condition. Also, she didn’t repay the pecuniary damage done.

Ursachi as well as other applicants denied pardon may reapply in six months.

“During the interview with the Commission, Mrs. Ursachi did not acknowledge the facts for which she was convicted and could not bring any arguments to explain why she regretted the offense. In these circumstances, the Commission considered it inappropriate to recommend that she should be pardoned”, said Guzun, adding that pardons are exceptional measures that must meet a set of strict conditions that are not subject to interpretation.

However, Guzun said he thought the punishments provided by the Moldovan criminal law need to be “humanized”. In Ursachi’s case, the court took into account that she had five minor children and gave her a milder punishment than what she should have received under the current legislation.

Ursachi’s children are now with their extended family.

Guzun added that, as far as he was concerned, Parliament’s Legal Commission was working on an amnesty to mark Moldova’s 30th anniversary and Ursachi could be among the beneficiaries.
