Born in Holercani, Dubăsari district, Teodor Cârnaț is the candidate of "The People's Will" Political Party in the elections for the position of mayor of the capital. The candidate is third on the ballot.
Teodor Cârnaț is 47 years old. He graduated from the Law Department of the State University of Moldova in 1995 and from the Institute of Continuing Education within the USM, English philology section, in 1998.
In 1996, Teodor Cârnaț became a member of the Bar Association of the Republic of Moldova, and between December 2013 - October 2017, he was a member of the Superior Council of Magistracy. Throughout his professional career, Teodor Cârnaț has been a lawyer at several private institutions and has taught law at the USM as university lecturer. From June 2011 to December 2013, Teodor Cârnaț was an independent municipal councillor within the Chisinau Municipal Council.
Currently, he is a university professor at the Faculty of Law of the USM, holds the position of external evaluator / referent in the Legal Tribune Magazine, the Law Department of the Academy of Economic Studies of Bucharest and is chairman of the inter-university Scientific Seminar on public law under USM. He also works as an expert on the Public Law Expert Commission of the National Council for Accreditation and Certification.
According to the income declaration for the last two years, Teodor Cârnaț has an annual income of 218,000 lei from the activity of university professor at USM. Another 14,000 lei constitute incomes obtained from scientific, didactic and creative activities carried out at USEFS and ASM. Also, Teodor Cârnaț obtained 710 000 lei annually from renting out a living space. The candidate states that he owns a Wolkswagen Transporter worth 25,000 lei and a 2005 Honda Jazz car worth 35,000 lei.
Under the campaign slogan "Chisinau - a gift from God to be enhanced", Teodor Cârnaț aims, in the event that he becomes mayor, to offer free public transport for all pupils and students and to finance from the municipal budget the breakfast not only for first graders, but also for all pupils, students and employees of the education system in the municipality.
Moreover, Teodor Cârnaț aims to reduce the maintenance costs of the City Hall apparatus and its subordinated institutions by 50% and to evaluate the officials from the City Hall apparatus and its subordinated institutions, the management of the municipal enterprises, in terms of integrity and professionalism.
Teodor Cârnaț intends to complete the construction of a road bypassing the city, the construction of uneven intersections in the points with intensive traffic circulation and of a free parking lot for private transport at the entrances of the capital.
