Ion Ceban graduated from the Department of Mathematics and Computer Science of the State University of Moldova, and then pursued his master's degree at the Department of Computers, Computer Science and Microelectronics at the Technical University of Moldova. He also graduated from the Academy of Public Administration under the president of the Russian Federation, the specialty - "State and municipal administration". From 2018 until present, he has been studying at the School of Administration in Berlin, Germany.
Since 2000 he worked at the capital’s City Hall, being in charge of the development and coordination of projects in the social field. During the years 2002-2004, he was director of the Projects Department, deputy director in the Government Information Network, and between 2004-2005, he was Principal Consultant in the internal politics field within the Apparatus of the President of the Republic of Moldova. From 2005 to 2008, he was the head of the Youth Programs Directorate at the Ministry of Education and Youth, as well as the Deputy Minister of Education and Youth. Between 2008-2009, he held the position of head of the Secretariat of the National Commission for European Integration in the Government, and between 2009-2011, he was a consultant and head of the Cabinet of the Vice-Chairman of Parliament.
Ion Ceban was a Member of Parliament (2011-2014 and 2014-2015). After the local elections of 2015, he became a municipal councillor, being the chair of the Socialist Party group in the Chisinau Municipal Council. After the presidential elections of 2016 and until 2018, he was presidential Adviser on the internal politics, secretary and Spokesman of the President of the Republic of Moldova. Following the parliamentary elections of February 24, 2019, he became MP on the lists of PSRM, and in June he became Vice-Chairman of the Parliament.
Ion Ceban is a member of the Political Executive Committee of the Socialist Party and the secretary for ideology of the party.
He ran in the new elections for the mayoralty of Chisinau municipality in May-June 2018. He got through to the second round, along with Andrei Năstase, candidate of the Dignity and Truth Platform Party. In the second round, the Socialist obtained over 47% of the votes.
According to wealth.md, Ion Ceban and his family are the owners of the following movable and immovable property: an apartment in the municipality of Chisinau, a building land plot in the city of Durlești and a Skoda Kodiaq vehicle. The official has a loan in euros, contracted in 2017 with an interest rate of 0% and due in 2019.
Ion Ceban promises in a year and a half to draw up the General Urban Plan. Within two years, he promises to finalize the Sustainable Urban Mobility Plan. It involves a planning document on the development of road and pedestrian infrastructure for public and private transport. Within a year and a half, the Socialist candidate intends to promote an investment map of Chisinau, as well as to approve the concept of rehabilitation of the historical area of the city.
