The general manager of the state-run Apele Moldovei Concern, former interim mayor of the capital city and candidate for mayor on the communist party’s behalf, Veaceslav Iordan, intends to take control over the Wastewater Treatment Plant in Chisinau. “This site should be part of the Concern’s administration. I will insist on achieving it”, Iordan said in an interview with the Chisinau-based “Ekonomicheskoe Obozrenie” newspaper. The former interim mayor says he will not give up the idea of rebuilding the wastewater facilities, a site of a strategic importance for the capital city. Assuming the merit of several achievements in the city, among which repairing the lifts, building the trolley line in Botanica district, evacuating regularly the waste, etc., Iordan is sceptical as regards the potential of the new local administration to successfully implement the project of rebuilding the wastewater treatment plant. “The first steps have been taken. A tender has been announced with 8 companies being interested in it. The winner is to be assigned by the end of August. And after that, it is very important to set up a functional dialogue and a control system – a task for professionals”, Iordan mentioned, hinting at himself. The former interim mayor admits that the city structures could stop working efficiently at a certain point. In this context, he reckons that the continuous control over the city subdivisions is key in the efficient functioning of the local administration. “Efficient control is the main reason why all the city structures have started this year to efficiently operate. They are going to operate like that indolently for a certain period of time. But, if the new authorities don’t change their tactics, all the implemented things could be destroyed”, Iordan outlined. At the same time, as a city councillor of the Communist Party fraction, Veaceslav Iordan, declines any responsibility for the incapacity of the Chisinau City Council (CMC) to solve out important issues for the city. The lack of CMC cooperation is due to the majority alliance, which cannot share the seats of deputy mayors and chairman of the Council, he believes. Veaceslav Iordan refutes the allegation that he left to the new administration of the city debts of millions of lei. He says it is about a new system of crediting the City Hall rather than about arrears, a merit he also assumes. “I have managed to persuade the economic units to credit the City Hall of the capital city. I have agreed with them that they would operate on their own, and they would be refunded as the money is collected in the budget. I think this is a practice worth of some attention”, Iordan specified. The wastewater treatment plant started running in 1964-1977, being at present administered by “Apa-Canal Chisinau” JSC. According to the manager of this society, Constantin Becciev, a huge quantity of about 600 square meters of dried out mud is stocked at the sewerage plant, and it needs to be urgently carried away from the storage facilities. The local public authorities intend to implement a project at European level. All the installations related to the mud treatment can be built within 2 years. The subsequent works on tertiary cleaning of the used waters, under the EU standard requirements, are to be done within another 3 years. The tender for building the sewerage plant has been launched at the end of May and will close on August 21. It was announced by the Capital Construction Department.
