Vasile Tarlev: I advocate American model so that President is also responsible for Executive

From the office of President, the problem of depopulation of the country can be solved by increasing the attractiveness of the Republic of Moldova for the citizens who live abroad, the candidate for President nominated by the Party for the Future of Moldova Vasile Tarlev stated in an electoral debate staged by IPN News Agency. The candidate promises lower charges for energy resources, creation of new jobs and pursuing of a balanced foreign policy between the West and the East. Vasile Tarlev said that in the Republic of Moldova, the head of state should also be responsible for the work of the Executive, according to the American model.

The former Prime Minister of the Republic of Moldova criticized the way the country has been governed in recent years. According to Vasile Tarlev, the government’s incapacity to develop the country economically led to the massive exodus of the population. The candidate promises jobs at home, reduced charges for energy resources and says that this way the citizens living abroad will choose to return to the Republic of Moldova.


“Serving as President, during at most two years, this problem will be solved by creating good living conditions in the country, with a profound tax reform, justice, so that we become attractive to investments from both the East and the West. We will create joint ventures, jobs, motivating salaries. This will make the citizens to return home, to manufacture products in Moldova. The head of state is the person who is directly elected by the people of the Republic of Moldova and has the right to legislative initiative. I plead for the separation of powers in the state. I propose the American model in which the President is directly elected by the citizens, but is also the head of the Executive. The President, assuming responsibilities, must also be responsible for the Executive,” said the candidate for the office of President.

Vasile Tarlev said that the President of the country is obliged to achieve consensus with all state institutions, for the benefit of the citizens. His electoral program contains structural reforms that will contribute to the country’s economic recovery.

“The state, through the agency of the Government, instead of becoming a credible partner, is in the role of a gendarme, which only increases taxes. There is chaos in the energy sector with these high natural gas charges. The public utilities are exaggeratedly high, the largest on the globe. When I served as prime minister, we brought gas for 2 lei per cubic meter. Then gas was 2 lei, now it’s 30 lei and the consumers were seriously affected. The people had to cut down their trees in the garden in winter to keep warm. The Government is to blame for this. Moreover, they destroyed the banking system. When I left office, I left more than 20 functional banks. Today, on paper there are seven-eight banks, but in reality only five banks work. I left at least one state bank, as in all democratic countries, but they robbed it. I have a balanced program to reform the tariff policies, the charges for energy resources, which will contribute to solving economic problems,” stated Vasile Tarlev.
He noted
that thanks to the prerogative to designate the candidate for the position of prime minister, the President can influence the proper functioning of the Government. If the MPs do not support the legislative initiatives coming from the President, the head of state will dissolve Parliament.

The President nominates the candidate for the position of prime minister. Being a professional, balanced person, the President can establish a dialogue between the powers of the state. Regardless of the color of the parties in Parliament, the MPs are all elected by the people and they promised to develop the state, and the President, being well prepared, I assure you, he will find connection points. If Parliament does not support my economic development initiatives, I will dissolve Parliament. I don’t think there will be an MP who will work against the country and the nation,” explained the candidate for President Vasile Tarlev.
