Twinning project implemented by Finance Ministry

The Ministry of Finance, in partnership with a team of Dutch and Swedish experts, will implement a Twinning project in order to strengthen the public financial management in Moldova, Info-Prim Neo reports.
In a project launch conference, Minister of Finance Veaceslav Negruta said the aim of the project is to modernize the system of managing public finances.
“The project is carried out under the aegis of the European Commission. The experience and expertise of Sweden and the Netherlands will be very useful for the persons working in the internal public financial control subdivisions,” said the minister.
A program to modernize the internal financial control system for four years was approved in 2010. Ion Sirbu, head of the Internal Pubic Financial Control System Adjustment Division, said that internal audit subdivisions were created in most of the central public administrations (about 50) and there were employed 90 auditors. But not all the subdivisions are functional.
“We hope the Twinning project will help us make progress in this area and make the public institution managers more responsible. There will be drafted the normative documents concerning the implementation of the legislation on internal public financial control,” said Ion Sirbu.
The project will be completed in November 2013. Its cost is €1.5 million.
