Activities

1. Monitoring:

Monitoring the implementation of anticorruption policies in 4 public authorities - MSFI, MITIC, MEd, MLSPF:  internal corruption prevention mechanism; quality of hot-lines; petition system; declaration of incomes and property by public servants; conflict of interests policies; corruption risks self-assessments; transparency of staff recruitment procedures; quality of info on the web-pages; transparency of public procurement.

Monitoring the implementation of the Decisions of the Chamber of Accounts: the case of MIA, particularly, DCA nr. 5 from 26.01.2010, stating numerous deviations from law made by the former administration in the activity of MIA, particularly, funds embezzlement and breaking public procurement procedures.

Monitoring transparency of the state enterprises’ activity in the context of types of services, management and remuneration, members of the Administrative Councils, expenditures, audits and controls.

2. Conducting opinion polls: exit polls of the beneficiaries of public services of
MSFI, MITIC, MLSPF and 5 universities of Chisinau municipality.

3. Providing expertise of anticorruption legal acts:

-                     Action Plan 2012 for the implementation of the National Anticorruption Strategy;

-                     Modification of the Law on declaration and control of incomes and property by public servants;

-                     Draft Antidiscrimination Law; 

-                     Draft Strategy for the Reform of the CCECC;

-                     Draft Law on the modification of the Electoral Code, Law on political parties and election campaigns funding;

-                     Draft Code of Ethics for prosecutors;

-                     Draft Law on modification of the Law on the Code of Conduct for public servants and Law on conflict of interests, chapters regulating acceptance of gifts;

-                     Draft Law on the Main Ethics Commission;

-                     Draft Law on the modification of the Law on religious cults. 

4. Providing consultancy via the anti-corruption hot-line: In total 684 people received free consultancy on the current legislation, modalities to exercise the rights based on judiciary and extra-judiciary procedures, modality of corruption cases’ denunciation.

5. Participation in working groups: Working group for monitoring the implementation of the National Anticorruption Strategy; Working group on improving the legislation on funding political parties and election campaigns;

6. Supporting investigative journalism: organizing the annual contest „Reflecting corruption in the written press” to encourage ethical, argued and equidistant reflection of corruption phenomenon; publishing the results in the annual issue „Journalists against Corruption 8”.

7. Public awareness campaign on the threat of corruption:

- Presenting public lessons for civil society and public servants – around 20 events;

- Participating in 129 TV and radio programs dedicated to the issue of corruption;

- Conducting an anticorruption contest on the radio channel Basarabia to familiarize the citizens with the national and international anti-corruption legal framework and practices;

- Publishing the monthly Informational Bulletin;

- Organizing an anticorruption tele-marathon at the National Public TV channel;

- Supporting the launching of the theater performance „Mitică’s our man” in collaboration with the Union of Theaters of Moldova, CCECC, Ministry of Culture, Ministry of Education;

- Organizing anticorruption days in summer camps for youths;

- Publishing and disseminating a mini-guide for citizens „Communication with Police”, the last being disseminated by the MIA.
