Tourist voucher: what it is, how it works and what benefits it brings

The authorities of the Republic of Moldova are considering the possibility of introducing tourist vouchers. According to them, it is an initiative that could stimulate both employees and the domestic tourism sector. This concept, inspired by the European experience, especially of Romania, would provide employees with opportunities for vacating in the country, IPN reports.

The tourist voucher covers various expenses related to the vacation. It can be used for tourist services, accommodation, transport, meals and leisure activities, but only on the territory of the Republic of Moldova. Employers would grant these vouchers to employees as an incentive, without being taxed.

According to the discussed draft initiative, employers, whether from the public or private sector, will have the opportunity to purchase vouchers for employees. The vouchers could be used exclusively in the network of tourist units in the Republic of Moldova, such as guesthouses, hotels, wineries and other tourist attractions. The value of the voucher will not exceed the average monthly salary in the economy and will be financed from the budget allocated for the remuneration of work or from companies' own funds.

According to the authorities, the implementation of this system would bring multiple advantages. More citizens would be encouraged to travel and discover local destinations. The vouchers would become an extra salary benefit, increasing job satisfaction and productivity. Likewise, sectors affected by the pandemic, such as hotels, restaurants and travel agencies, would receive an economic boost.

Currently, the concept of tourist voucher is not yet officially regulated, but discussions on the issue are advanced. The Ministry of Culture and a group of MPs are working on a legislative initiative that would include vouchers in the Fiscal Code, the Labor Code and other relevant normative documents. The possibility of these vouchers being recognized in Romania, thus allowing a touristic exchange between the two countries, is also being considered.

Discussions are being held with the business community to identify the best application formula. According to the authorities, if the initiative is approved, the first vouchers will become available in the second half of this year.

The tourist voucher could become an important tool for the development of tourism and for supporting employees, said representatives of the tourism sector. It remains to be seen how this mechanism will be regulated and implemented, but, following the public consultations organized by the commission on environment, climate and green transition on the draft law to amend the law on the organization and conduct of tourism activities in the Republic of Moldova, the interest of the authorities and the private sector in adopting a modern system of incentivizing domestic travel was underlined.
