The vice speaker thinks that the results of the visit of the European Parliamentary delegation will be of critical nature

The Parliament must work more efficiently in order to adopt a complex range of laws, declared the vice speaker of the Parliament Iurie Rosca, after the meeting with the ad-hoc Delegation of the EU-RM Parliamentary Cooperation Committee (CCP). On the other hand Serafim Urechean, the deputy chairman of the Committee, thinks that actions must be undertaken in order to strengthen the efficacy of the CPC the Republic of Moldova- European Union. Rosca declared for the press that during the discussions it was noticed that the realization of the plans elaborated at the beginning of this legislature session is rather slow. Meanwhile positive elements were noticed related to the legal changes regarding the democratic institutions and the situation from the legal framework. The deputy speaker admitted the fact that the totals of the European mission will be of a critical nature. “The Parliament must learn several lessons in order to value efficiently its time and to succeed until the end of this term to adopt a complex range of laws, that are expected by the society and the European partners as well”, Rosca added. The quoted source expressed his regret on the fact that the agenda of this delegation was not elaborated in a transparent way, and the 45 minutes planned for the meeting were not enough for discussing all issues. “I am surprised that for the discussions with the NGOs 4-5 hours were found, but of course this is the choice of the visitors or of the ones who suggest their program”, he said. The deputy chairman of the CPC Serafim Urecheanu communicated for Info-Prim Neo that during the meeting he informed the European delegation about the state of affairs in the Republic of Moldova and the critical condition of several domains. According to Urecheanu, the delegation was informed about the way the Parliament voted in first session the draft law of the Broadcasting Code, about the negative reaction of the civil society and the opposition concerning its elaboration. He also said that the declarations of the Chisinau authorities and the representatives of their partners from opposition regarding the democratization and the freedom of press do not correspond to the reality. As an example, Urecheanu nominated the newspapers „Moldova Suverana” and „Nezavisimaia Moldova” which “even after privatization remained under the control of the communist”. Also, according to Urecheanu the wine crises was discussed and the legal proceedings initiated by authorities, at the state order, to certain representatives of the opposition. Serafim Urecheanu approached also during the discussion with the European guests, the issue relating to the reduced efficiency of the CPC and underlined the fact that it is necessary to elaborate a plan of actions designed for boosting its activity. According to him, the European delegation supported this wish. In the morning the delegation had a meeting with the speaker Marian Lupu. The speaker of the parliament communicated that, in conformity with the commitments undertaken before the Council the Europe, the Parliament of the Republic of Moldova will examine until the end of this session the elaboration and modification of about 40 draft laws related to reforming important sectors for society: the independence of the legal framework, the freedom of mass-media, the autonomy of local public administration etc. Meanwhile, the speaker underlined the fact that cooperation between the Parliament and the civil society was established, mentioning the fact that at the end of this year a results assessment conference will take place and priorities for future collaborations will be set. The head of the delegation, Mariane Mikko, appreciated the accomplished actions by the parliament, meanwhile mentioning that it is necessary to monitor the process of draft laws implementation. Mikko also underlined the fact that a dialogue with mass-media NGOs is necessary in the process of elaborating the Broadcasting Code. Mikko suggested the Moldovan MPs to take into consideration the provisions of the experts of the Council of Europe and the OSCE, as well as to assure the correspondence of all Code provisions to all democratic norms in this field. Also the European official was interested by the situation in the field of local public administration and the efforts the Moldovan authorities are making regarding the fight against corruption in the Republic of Moldova. The Delegation of the European Parliament will stay in the Republic of Moldova until the 30th of June, period when it will meet the officials and the representatives of the civil society.
