The second performing study in the field of environment protection of Moldova, issued by the UN Economic Commission for Europe (UNECE), was launched on Friday, June 7, in Chisinau. The European experts assessed the progress made by RM regarding the reduction of the environment pollution level, reasonable and sustainable management of natural resources, the integration level of the ecologic issues within the sectors of the national economy, promotion and implementation of the environment policy and existent strategies in these sectors. UNECE representative Catherine Masson welcomed the adjustments made by RM in order to ensure the environment quality and EU direction. She mentioned that further additional efforts are needed to implement in practice the drafted strategies. Especially, she underlined that the efforts of the branch institutions are not sufficient, being necessary as well the involvement of the other ministries and departments. The manager of Environment, Dwellings and territory Management Department within UNECE, Kaj Barlund, said that Moldova has participated very actively in the international cooperation. In order to benefit further of the assistance of the international institutions, RM has to have sufficient human resources to be involved in drafting the environment programs. The minister of Environment and Natural Resources, Constantin Mihailescu, mentioned that RM has ratified all those 18 UN Conventions on Environment and has the opportunity to develop programs within them. Due to this, a special subdivision on drafting environment projects, financed by foreign donors, will be created within MERN. According to him, Moldova inherited different environment issues caused by the industrial policy, which did not take into account the impact on environment and population’s health. The ecologic misbalances related to excessive exploiting of natural resources, the global degradation of the environment, and as well climate change. According to the minister, the success of good environment administration also depends on the citizens’ ecologic education level and their involvement in solving the problems. „The population shall be more receptive to solving the environment issues, starting with the culture of water consumption up to payment of water supply and sewerage services,” the minister noted. According to the reports, the water in RM is not more polluted than in other countries, and since the ‘90 until now the quantity of dangerous issuance reduced 3 times, due to that many industrial enterprises stopped their activity. The pesticides and mineral fertilizers also reduced in the sane quantity, due to lack of the even the number of cars has reduced, the fact that these are older than in other countries affect more the environment. MERN environment protection policies are mirrored in the basic policies of the country – Economic Growth and Poverty reduction Strategy (SCERS), the Action Plan RM-EU, Government Activity Program 2005-2009 „Modernizing the country – people’s welfare”, „the Moldovan Village”, Ecologic Security Program etc. The First Performing Survey in the Field of Environment Protection of Moldova, issued by the UN Economic Commission for Europe, was drafted in 1998.
