The professor Emil Ceban, PhD in medical sciences, is the new rector elected by the academic community of Nicolae Testemitanu State University of Medicine and Pharmacy of the Republic of Moldova. He has been elected for the next five years, as a result of conducting the first round of the poll on October 2, 2019, being voted by 541 voters, which constitutes 61,76% of the total number of participants in the election process.

According to the Report of Technical Commission for organizing the elections of SUMPh’s rector, presented at the Council for Institutional Strategic Development, the commission’s head Eugen Tcaciuc stated that 876 voters have participated in the election process from the total number of 957 voters included in the electoral list, which exceeds
of the total number of the academic electorate. Thus, the participation rate in the rector’s elections was 91,5%. Students voted in proportion of 90,7%. These seven electoral candidates  got the following number of votes: Emil Ceban - 541, Mihail Gavriliuc - 145, Evghenii Gutu - 60, Olga Tagadiuc - 57, Ghenadie Curocichin - 26, Grigore Zapuhlîh - 21, Anatolie Vișnevschi - 19. The number of valid votes cast constitutes 869, and 7 ballots were declared invalid. We mention that in the Supplementary Electoral List no voter was registered. The whole process of electing the rector was monitored by six observers.

Regarding the Commission Report on the results of counting the votes from October 2, 2019, the Council for Institutional Strategic Development, by the Decision no.7 of 02.10.2019, validated the electoral process and confirmed the election of SUMPh’s rector following the results of the first poll.

The Council declared Mr. Emil Ceban the elected rector, for whom had voted  61,76% of participants.

In the next two days, the president of the Council will inform the Ministry of Health, Labour and Social Protection about the results of the election of SUMPh’s rector, and will send to it: the council’s decision to ascertain the results of the election process of SUMPh’s rector; the report on the results of counting the votes from October, 2, and the file of Mr. Emil Ceban - rector elected by the university community with voting rights.

The new rector will be confirmed in the post according to the results of election process, by the Order of Minister of Health, Labour and Social Protection of the Republic of Moldova, within three months.

We remind that the contest for the post of rector was launched on August 8, 2019, by the Council for Institutional Strategic Development, which after the expiry of the filing period, declared eligible only seven electoral candidates registered in the competition.

According to the Regulation regarding the election of Nicolae Testemitanu SUMPh’s rector, the winner is declared the candidate who obtained the majority of votes (50%+1), under the conditions of participation in the vote of a number of voters, at least
of the electorate academic number with voting rights.

The president of the Council, Nicolae Sadovei, pointed out the academic status of the university community, participating in the entire electoral process, relatively new for the Republic of Moldova. “Today, Nicolae Testemitanu SUMPh community showed attitude, responsibility and maturity through the large presence in the vote. You are a good example for all the higher education institutions, but also for the whole country”.
