The heat supplier Termoelectrica denies the accusations made by the national public association “Consumer Protection” in a news conference at IPN. “In the residential sector, the housing manager is the authorized representative of consumers from apartment buildings with collective heating systems and this signs a contract for the supply of heat with the supplier and monthly distributes the consumed heat energy among apartment owners or tenants,” the company said in a press release.

Termoelectrica noted that it ensures the quality of heat energy up to the delimitation point in accordance with the approved temperature schedule and the regulation of temperature of heat in the block is the responsibility of the housing manager. “The delimitation point is the place where the heat energy using installation is connected to the heating system and in which the property of the consumer and of the thermoelectric unit is delimited depending on the ownership right or the place in which the property of the thermoelectric units is delimited depending on the ownership right”.

The team of Termoelectrica actively becomes involved in the identification and solving of problematic situations in blocks. The press release specifies that Termoelectrica can sign direct contracts with domestic consumers who are connected to the horizontal heating system with separate measuring equipment for each apartment.

The national public association “Consumer Protection” in the news conference said that it received a number of complaints from people about the inappropriate temperature in apartments in winter. The materials were sent to the Court of Auditors, the presidential administration, the Government and Parliament. The organization’s head Petru Guțul said Termoelectrica should not sign contracts with the housing sector managing enterprises or associations of dwellers, but should sign individual contracts with apartment owners and should set up heat meters at its own expense.
