“Termocom” plans to disconnect debtors from heating network

“Termocom” JSC intends to start disconnecting 29 blocks of flats in debt on December 27 currently. These blocks are under the management of the residents’ associations and dwelling cooperatives, the enterpriser’s sale director Mihai Arusoi stated Monday December 25. As he states, on the last weekend the district offices of the education, youth and sports Division in more than one district of Chisinau municipality have been also disconnected due to their debts towards the heat supplier. The building of Botanica district was disconnected from the heating network as well. According to the cited source, certain blocks of apartments paid off in October and November between 2.7 and 20%, and due to the low level of payments “Termocom” can not fulfil its financial obligations towards CET and “Moldova-Gaz”. As Arusoi states, the enterprise’s leadership is daily summoned to the specialized Ministry and Government to give explanations for the reasons for non-payments for gas and thermal supplier. Mihai Arusoi mentioned that neither the 120 blocks, which signed at the beginning of the heat season letters of guarantee for later payment of debts, do not fulfil their obligations assumed and do not pay off the current payments either. Interim mayor Vasile Ursu gave assurances that the 33 mln lei, allocated by the municipal Council to financially support the enterprise with a view to compensating expenses related to the increase of tariff on gas, will be transferred “not with closed eyes”, mentioning that all the calculations regarding the delivered G-calories will be coordinated with the responsible divisions in the City Hall to exclude embezzlement of public money. He said that the expenditure for heating blocks where the companies are dislocated must not be included in the calculations of “Termocom”. As Ursu states, “Termocom” should find methods to determine the people to pay off, specifying that the debtors “can not be forced to receive thermal energy”. Chisinau Municipal Council approved in late November the allocation of the sum of 33 mln lei to “Termocom” JSC. Thus, local authorities committed themselves to keep the present tariff of 233 lei till the end of the current year.
