Economic expert Sergiu Gaibu said the probability of recovering the money stolen as a result of the bank fraud decreases daily as nothing is done in this regard. In a program on the public TV channel Moldova 1, he stated a moment will come when the taxpayers will have to also pay the already increased interest on the loan provided by the National Bank of Moldova for alleviating the consequences of the fraud, IPN reports.

“We could need to recover not only this loan of 14 billion lei, minus the 2.5 billion lei that was recovered from the stolen assets, but also an interest rate that could amount to 20 billion lei cumulatively, which is evidently undesirable for the Republic of Moldova,” said Sergiu Gaibu.

According to him, the Second Kroll Report published on July 4 is a technical-financial analysis aimed at assessing the flows namely from financial viewpoint. “The bad side is that no result was ultimately obtained, despite the existence of sufficiently detailed information about this scheme, with data, evidence and interviews that were held, the files provided and the analysis of the IP addresses from which transfers were made through Internet banking. There was carried out an analysis from which the prosecutors should further seek evidence, annex this to the file and go to court,” stated the expert.

Sergiu Gaibu noted the Second Kroll Report was published not in order to disclose the involvement of politicians in the infamous bank fraud. Particular conclusions can be also drawn from the technical aspects contained in the report.

Political commentator Corneliu Ciurea said the big expectation of the people was to find out who benefited from the bank fraud, but the Second Kroll Report does not provide an answer to this question. “From political viewpoint, the report is not very relevant, but it further allows for all kinds of manipulation and misinformation as everyone can accuse anyone of being involved in the absence of clear information,” he stated.

According to the commentator, the Second Kroll Report is rather designed to amplify the discussions about political conspiracies. “It does not clarify the situation and does not offer a clear view about the involvement of the political factor in these schemes,” noted Corneliu Ciurea.

The parliamentary inquiry commission investigating the infamous 2011-2014 bank fraud on July 4 published a facsimile of the Second Kroll Report (in English).
