System for scheduling online appointments with family doctor close to being implemented

The Ministry of Health, Labor and Social Protection is close to completing the works to put the automated primary medical assistance information system into operation. The system enables to schedule online appointments with the family doctor and to create the patient’s electronic file. The documentation concerning the management and exploitation of the system is also being finalized. Almost 6 million lei was earmarked in the state budget for the purpose.

In a response to an inquiry made by IPN, the Ministry said it is examining and solving a number of problems related to the functioning of the system. In order to adjust the normative framework to the requirements concerning the implementation of the information systems that include the processing of personal data, changes were made to the Government Decision of July 2017 and the automated primary medical assistance information system became thus a component part of the Medical Register.

As a result of discussions with representatives of the National Center for Personal Data Protection, the Ministry worked out the instructions concerning the management of users within the automated primary medical assistance information system. The instructions concerning the management of the information objects of the Medical Register are being drafted.

According to the Ministry, given that the automated primary medical assistance information system is one of the largest state information systems, as it contains personal data of Moldovans, foreigners, stateless persons, subtle information about minors and their state of health and susceptible data that can pose special risks to the rights and freedoms of persons, the Ministry approved the personal data security policy that will be applied when processing the data within information systems.

The automated primary medical assistance information system was to be launched several years ago. At the end of 2014, it was announced that the system was functional, but online appointments with the family doctor cannot be yet made.
