Soros Foundation Moldova invests US$500,000 in enterprises with state capital

The Soros Foundation Moldova invests US$500,000 in the development of enterprises with state capital. A memorandum to this effect was signed by the Soros Foundation Moldova, the Public Property Agency and the Independent Think Tank “Expert-Grup”. The cooperation includes the provision of technical support for improving the legislation concerning enterprises with state capital, assistance in digitizing the activities of the Public Property Agency, improvement of transparency at enterprises with state capital and of the skills of Administration Boards, IPN reports.

“By this investment, of over half a million US$ dollars, the Soros Foundation Moldova reaffirms its commitment to support the development of the Republic of Moldova. We aim to contribute to improving the legal framework, transparency and efficiency of the PPA, which will ensure better management of our country’s assets. Transparent and efficient governance is indispensable for an open society,” said Petru Culeac, executive director of the Soros Foundation Moldova.

For his part, Eugeniu Cozonac, director general of the Public Property Agency, said the diminution of corruption, enhancement of efficiency and productivity at state-owned enterprises and companies with majority state capital are possible when strategic changes occur in the public property management system. “We must implement new process that will gradually create corporate culture, will promote the transparency and efficiency of economic activities of these enterprises,” stated Eugeniu Cozonac.

Adrian Lupușor, “Expert-Grup” executive director, noted it is a very good signal when the Government, represented by the Public Property Agency, commits itself to improve corporate governance at state-owned enterprises, which is a basic condition for ensuring the performance of this sector and of the national economy on the whole. “We aim to work together with the PPA so as to digitize the information about public enterprises and property, to improve the relevant legal and institutional framework and the professionalism of the Administration Boards of state-owned enterprises and to formulate a coherent state policy in the field of public property,” said Adrian Lupușor.

The activities under the signed memorandum will be carried out during about two years. The works to digitize the relations between the Public Property Agency and the enterprises with state capital are underway. Employees of Moldova’s Railways Metalferos, Termoelectrica, Moldova’s Post Office and “Cricova” Winery are being trained.
