The AOVA dog shelter situated on Mircești St in the capital city operates in unsanitary conditions and doesn’t have a water supply and sewerage network. The residents of the area experience serious problems because of the shelter as the dogs walk unsupervised, often attacking children and elderly people. Furthermore, the location of the shelter in a residential area is also an environmental problem and biodiversity in this area can be affected. The issue was raised by MP Iulia Dascălu during parliamentary consultations. On the other hand, the shelter’s administration denies the accusations and says that the dogs are well cared for and the conditions in the shelter are appropriate, IPN reports.

The MP said that the consultations were organized following multiple complaints made to lawmakers by people living in the residential area near which the pound is located. The people complained about the poor conditions in which the dogs are kept and also about the risks to which the residents of the area are subjected.

Ion Caliniuc, of the Chisinau Environmental Protection Inspectorate, said that, according to residents’ information, trees began to dry in the area. The Environmental Reference Laboratory of the Environment Agency will organise an on-site assessment.

Deputy head of the Chisinau Police Division Tudor Borș confirmed that the police had been notified for several times of the disturbance created by the dogs. A large part of the minutes drawn up refer to the violation of the rules of keeping the sanitary norms.

Head of the Chisinau local subdivision of the National Food Safety Agency Igor Crudu said that, following the on-site inspection and the examination of the accumulated materials, it was established that the unit operates in the absence of a sanitary-veterinary authorization. The dogs are held in inappropriate sanitary and hygienic conditions, which is why a number of minutes were drawn up.

The participants in the consultations proposed transferring the dogs to the Chisinau Necropolis and constituting a working group to monitor the process.

AOVA director Galina Cighir has told IPN that the asylum has been working for several years and this summer they intend to move the animals to another place. The dogs in the pound are healthy and are cared for by qualified people. The Necropolis, to which it was proposed to transfer the dogs, is where the animals die. The shelter’s administration will oppose it.
