SCOs that didn’t register as beneficiaries of “2% mechanism” are urged to do it

The National Council of NGOs of Moldova and CONTACT Center call upon the civil society organizations (SCOs) that didn’t register as beneficiaries of the “2% mechanism” to register and to benefit from the possibility of attracting such financial resources.

In a news conference at IPN, Tudor Lazăr, a member of the National Council of NGOs of Moldova, noted that the call is relevant primarily because less than one third of the eligible taxpayers directed 2% of the income tax to organizations. Respectively, the organizations that will register can persuade the other two thirds of taxpayers to direct the sums to their organizations.

The already registered organizations are urged to more actively communicate with potential taxpayers from whom they can get the 2%. According to Tudor Lazăr, there are many organizations that benefitted from important financial resources because they were active in the promotion of the activities they carry out. This is the difference between those who benefit from more money and those who benefit from less money.

The organizations are also urged to enhance transparency, to publish annual progress and financial reports, to add a section about the money they received through the “2% mechanism” and to show if this money was used according to the statutory goals. If the organizations meet with difficulties in compiling reports, the Council is ready to offer consultancy.

Elena Nofit, a member of the National Council of NGOs of Moldova, reminded that the law on the percentage distribution mechanism or the “2% law” was adopted in 2014. In 2016, there were adopted the regulations for implementing this law, while since 2017, the private individuals who pay taxes to the state have been able to direct 2% of the income tax to the entitled organizations. This mechanism is intended for civil society organizations and religious denominations. Over 900 organizations now benefit from this mechanism.

According to Elena Nofit, the tendencies show the citizens of the Republic of Moldova are solidary and the directed sums have grown, except for the first pandemic year. According to the last data made public by the State Tax Inspectorate, a record amount was directed to a higher number of NGOs by this mechanism in 2021.
