The article forms part of IPN’s information campaign that presents biographical data, information about the incomes and property and professional experience of candidates for mayor general of the municipality of Chisinau.

Roman Mihăeș contends for the mayoralty of Chisinau on behalf of the National Liberal Party whose acting chairman is Vasile Colța. Mihăeș is a political pundit and expert in domestic policy and law.

He was born on February 28, 1969 in Gura Galbenă village of Cimișlia district. In 1986, he graduated from “Mihai Eminescu” Lyceum in Cimișlia. In 1990-1994, he studied at the Faculty of Law of the Iasi University “Alexandru Ioan Cuza”. He later studied for a master’s in political sciences at the Moldova State University. Since 2019 until present, he has studied for his doctorate in law at the Joint Doctoral School of the Academy of Economic Studies of Moldova and the University of European Political and Economic Studies“Constantin Stere”.

Since 1996 until present, he has worked as a licensed lawyer at Roman Mihăeș’ Law Office within the Union of Lawyers of the Republic of Moldova. He has over 25 years’ experience in civil, contravention, financial and banking law. In 1997-2001, he worked as an assistant lecturer of private international law at the Faculty of Law of the Moldova State University and the Law Academy. Since 2000 until present, he has headed the League for the Protection of Consumer Rights. Since 2001, he has also headed the United European Moldova Association. As from 2020, he has taught customs law at the University of European Political and Economic Studies“Constantin Stere”.

For last year, the candidate declared only 40,000 lei revenues from the sale of property. He owns an apartment of 25 square meters purchased in 2022 and a house in Cimișlia. He also possesses a car made in 2007, which he bought in 2023 for €2,500. In 2021, he raised a bank loan of 50,000 lei with an interest rate of 12%, which is repayable by 2026.

In the launch of his election campaign, Roman Mihăeș said that Chisinau is the capital city of the second Romanian state and it should become an authentic European capital, a driving force of the Republic of Moldova’s development and of citizen’s prosperity. Among the candidate’s priorities are to urgently implement a general urban development plan that would cover all the needs of Chisinau, to create the Chisinau Investment Bank in which the Chisinau City Hall would own a 51% holding, to develop and modernize the Chisinau Investments department, to build a European Chisinau-Iasi Railway.

As it was decided by draw, Roman Mihăeș of the National Liberal Party will be next to No. 15 on the ballot.
