Risk Analysis and Intelligence Centre to be created at Customs Service

A Risk Analysis and Intelligence Center will be set up at the Customs Service with the support of the United States Agency for International Development, through the MISRA Program, IPN reports.

The Customs Service and the Moldova Institutional and Structural Reforms Activity (MISRA) signed a Memorandum of Understanding that stipulates commitments to develop the comprehensive concept of CARI, including finalizing the regulatory and operational framework, developing risk management processes, developing digital tools and the necessary equipment and software.

According to a press release of the Customs Service, the situation in Ukraine led to a fourfold increase in the transit of goods across the customs border of the Republic of Moldova and the fact that exports and imports are now processed through the western border with Romania entails additional efforts from the Customs Service and amplifies the risks of goods smuggling.

In this connection, the physical control of goods and each unit of transport involves several customs officials.

The center that will be created will have analytical, monitoring and profiling tasks and will allow the efficient allocation of resources, aiming customs controls towards higher risk shipments and goods and facilitating compliant ones. This comes to provide protection against illegal activities, protecting public health, national security and intellectual property rights.
