Report: CSE decisions doubled the share of renewable energy in consumption

During the 60-day state of emergency, the Commission for Exceptional Situations issued 10 decisions. Among the measures adopted were energy saving measures, especially during peak hours. This led to a reduction in consumption of around 10%. The decisions also resulted in a 10% increase in the electricity produced by the Chisinau and Balti CETs and a doubling of the share of renewable energy in consumption. Similarly, the rapid intervention mechanism was created by the Agency for Energy Regulation, since as of January 1, 2025, the largest share of electricity was purchased from imports, of which about 25% - on the stock exchange. This was necessary in order to exclude the risks of shortage of financial resources caused by price volatility.

At the same time, thanks to a decision of the SSC, the construction of 64 kilometers of gas distribution networks, including two underwater crossings of the Dniester River, was successfully completed. Also, medium-voltage networks, underground and overhead power lines were built and 3 688 consumers in Varnitsa and Copanca were supplied with electricity. At the same time, Varnița and Cocieri localities were provided with generators and financial sources for other immediate needs.

The Civil Protection Mechanism of the European Union was accessed and power plants, generators and air conditioners were requested, which reached 17 educational institutions, 30 social targets and 7 health targets. And 350 tablets arrived in 9 educational institutions in the security zone to ensure the continuity of the educational process.

The mechanism to compensate for the increase in electricity tariffs has been established by the decisions of the CSE for several sectors in the food and manufacturing sectors, as well as for at least 6 000 companies, which can benefit from financial support of up to 300 million lei.

According to the government, the state of emergency mechanism allowed the use of free EU aid worth €30 million for both banks of the Dniester. At the same time, the institutions have taken the necessary measures to urgently finalize the Isaccea-Vulcănești-Chisinau line by the end of the year.

The state of emergency was established for the period from December 16, 2024 to February 13, 2025, as the Russian Gazprom halted gas supplies to the Transnistrian region. This risked creating an electricity shortage of almost 70% on the right bank and a major crisis on the left bank, including humanitarian consequences.

According to the law, after the emergency period has expired, the SSC is obliged to submit a report to Parliament on the activities and measures taken.
