The regulations concerning trade in the municipality of Chisinau were approved in a harry and non-transparently, without respecting the requirements of the decision-making process. This is the finding of the legal consultancy company “Juststudiumanima”, which was notified by a number of business entities.
The company’s director Igor Blanari, in a news conference at IPN, said the regulations impose strict rules that go beyond the legal limits on businesses involved in ambulatory trade, without specifying each type of activity apart.
According to Igor Blanari, the document was drafted based on a guidebook published in 2016, with the support of the American people. But the local public authorities selectively implemented the recommendations and didn’t take into account the commitments they were to assume, including those related to the technical basis needed to provide the service, by applying justified tariffs, taking account of the particularities of each type of activity. This way the business entities were put in a difficult situation.
The legal adviser said it would be appropriate to form a working group for remedying the situation. Creating a commercial one-stop shop that would exhibit all the sold products in one place is an alternative solution.
The local administration should initiate a dialogue with business entities and the decision should be beneficial to both of the sides, not only to those from the administration. “The local public authorities should understand that by discussions and a constructive, not abusive dialogue, by administrative instruments, the problems faced in the municipality of Chisinau can be solved,” stated the director of “Juststudiumanima”.
