Reform of entrepreneur’s patent is a reform for sake of reform, statement

Persons who work based on the entrepreneur’s patent said they are dissatisfied with the reform announced by Minister of Economic Development Dumitru Alaiba through which work based on entrepreneur’s patent from July 1 will be replaced with a simplified tax regime – independent activity. “Take your hands off the patient and don’t do reforms for the sake of reforms,” Olga Chapki, patent holder, stated in a news conference hosted by IPN.

The woman addressed people’s ombudsman Ceslav Panico, saying that thousands of people risk losing their jobs as a result of the given reform.

Olga Chapki noted that the entrepreneur’s patent is the source of revenue of over 5,000 people in Moldova. After July 1, these risk remaining without means of support. The patent holders from all over the country started to sound the alarm before the New Year, in September 2022. They wrote letters to the main state institutions, but during half a year haven’t been heard. Negotiations were then mimicked at the Ministry of Economy where from the start they were told that they must switch over to a new form of activity, without the real situation in Moldova being examined.

Ruslan Verbitski, municipal councilor and patent holder, told the same news conference that time has come for the government to prove by concrete deeds that the European course is indeed a priority, while the economic and social policies they promote are for the benefit of the citizens, not to their detriment. Dumitru Aliaba refuses to extend the parent and over 10,000 people as from July 1, 2023 will be forced to register individual enterprises that must have cash register, an accountant and other qualified employees.

According to him, this imprudent action will affect the traders who are mostly pensioners and who found a method for maintaining themselves as they get very small pensions from the state. Given their age, they can commit mistakes in the case of operations with receipts. The fines for such cases exceed 25,000 lei.

The municipal council said Minister Alaiba aims to destroy the small and medium-sized enterprises, to close the markets all over the country and to favor foreign companies and large shops in Moldova. If the markets in Chisinau can work under firms, the markets in districts risk disappearing for good and tens of thousands of people will remain without a source of livelihood.

Eleonora Țurcanu-Herghelegiu, the member of a group of patent holders, formulated a number of proposals that, as she considers, will enable to legalize the underground economy. Among these are offering the possibility of starting a small business based on patent to each citizen, reviewing the point concerning social insurance from the law on the entrepreneur’s patent and excluding the time limit for work based on the entrepreneur’s patent.
