Rate of criminality drops because wrongdoers leave abroad – Capital’s Prosecutor

The rate of criminality in municipality of Chisinau reduced, in 9 months of the current year, by 21.3% compared to the last year, 5075 crimes being registered. The Public Prosecutor of the municipality of Chisinau, Vasile Pascari, says these figures are rather relative, because they do not present the real number of crimes committed in the capital city. Pascari declared, as part of a press-conference, on Friday, October 13, that several prosecutors discover offences which are not registered later, because of the “interdepartmental interests, in the Ministry of Internal Affairs”. Also, in some cases, the crime is registered but the offender is not discovered, again “in someone’s interest”, added the public prosecutor, mentioning that such activities characterizes in a negative way the activity of the Ministry. At the same time, Vasile Pascari asserts that among causes of diminution of the number of offences is also the one related to the migration of Moldovan citizens to other countries. “Thieves and criminals leave the country, as the people who go abroad in order to work do”, the prosecutor affirms. At the same time, according to the cited source, an objective cause of the reduction of the criminality rate, especially that of crimes that relate to property stealing – the most common type of offences in the capital - is the transfer of the property into private hands and the frequent appeal of the owners to the security services. According to statistics of Chisinau’s Prosecution Office, since the beginning of the year, penal proceedings were initiated in 29 murder cases, 15 cases of heavy corporal wounding, 146 - against property, 16 – concerning abuses and power excesses, 9 – of corruption cases; 3 – for taking bribe, 12 – of rapes and 9 for trafficking in humans. According to Pascari, a serious problem in the municipality remains the illegal alienation of the state property. The Prosecution Office forwarded to the specialized organs 112 appeals concerning the annulment of some illegal decisions. Thus, after the intervention of the Prosecution Office of Chisinau municipality about 2 ha, illegally distributed by the Municipal Council, were restored to the public property; thus the office avoided a loss of millions of leis that could be brought to the public property.
