Quality of justice has improved, Supreme Council of Magistrates chief

The quality of justice in Moldova has improved significantly following the reforms done in the field, considers Victor Micu, chairman of the Supreme Council of Magistrates.

In the program “Place for dialog” on Radio Moldova station, Micu said an opinion poll that covered participants in trials showed that 70% of those surveyed have confidence in the legal system. There is an inverse proportion in the polls carried out in the street. “People should not make comments and assess things in an area that they do not know,” he stated.

Micu noted that 15 years ago a judge had to examine by 200 cases, while now by 600 on average. “That’s why the quality of decisions is poorer. The workload is enormous,” he said.

He also referred to the passive role of the judge in the trial. “The people do not understand that the judge must only evaluate the evidence, while the prosecutor and the lawyer must provide this evidence. The judge’s decision depends on the way the proofs are presented. Not the judge must explain how to file a lawsuit or to appeal a decision. Any person going to court should consult a lawyer first,” said Micu.

The chairman of the Supreme Council of Magistrates considers that the renovation and equipment of the courts of law, the recording of hearings and the random distribution of cases are among the most important recent accomplishments in the justice sector.
