Since the polling stations were opened until 9:30am, the observation mission for the presidential election of Promo-LEX received 105 reports of incidents from its observers, up 42 on the first round, IPN reports.
According to the mission’s head Pavel Postica, in Edineț, the observer of Promo-LEX was prevented from overseeing the voting process freely and was not allowed to film or photograph, even if he asked for the permission of the electoral bureau’s head for three times. Faults in the running of the state automated information system “Elections” were reported in 13 cases.
In four instances, advertising materials, including posters, were identified within 100 meters of the polling place, which is banned. In eight cases, the process of filming electoral operations on the opening of the polling station was interrupted. In two cases, campaigning or black PR to make the people vote in a particular way was reported near or inside the polling station.
In 19 instances, the ballot boxes were not sealed up as required or the seals were damaged or were absent from ballot boxes.
In Râșcani district of Chisinau, a voter saw that his signature was on the list for the first round of elections, but he noted that he didn’t cast his ballot then. The stamp “voted” was absent from the loose leaf accompanying his identity card. Another voter at the same polling station saw that a dead person who had the same place of residence as he was put on the main register of voters.
In four cases, voters were seen photographing the ballot. In three cases, the COVID -19 protection measures weren’t respected. In Tîrnova, Dondușeni, the supply of power was off for about 20 minutes. In Ștefan Vodă, the husband and wife entered the polling station together. The head of the electoral bureau asked the two to separate.
In Cioburciu village of Ștefan Vodă district, a marked ballot was found in the polling booth. The voter who forgot the ballot was identified and this ultimately admitted that he left it in the booth and thus threw it in the ballot box.
