PROMO-LEX Association Frowns on Peacekeepers' Activity

Promo-Lex Non-Governmental Association is deeply dissatisfied with the behavior of the peacekeeping forces of the security zone, the inefficiency of Joint Control Commission (CUC) and lack of certain actions and strategies of constitutional authorities in order to protect human rights and property of its inhabitants and citizens of the Transnistrian region.
Promo-Lex condemns this behavior of „so-called peacekeeping forces, which react inconsequent in different cases”. The association reminds that peacekeepers threatened with guns civilians in presence of dozens of children and women, in the case of a conflict on 19 July 2005 on the Vadul-lui-Voda’s bridge. At the same time, on 21 April 2006, they assisted passively (allowing in this way) at the seizure of the port Varnita by a group of armed persons and stealing of private property.
Promo-Lex is concerned as well about the inefficient activity of CUC, created according to the Agreement on principles of peaceful regulation of the conflict of the Transnistrian region, concluded on 21 July 1992 by the presidents of Moldova and Russian Federation. According to this Agreement, CUC was created with the purpose „to ensure public order in the security zone”. The art.2, p.4 stipulates clearly CUC’s attributions: „in case of violating this Agreement, CUC investigates its origin and undertakes urgent measures to reinstall public order, and undertakes measures to not allow similar infringement further”.
CUC failed at following its commitments „to reinstall public order”, interpreting abusevely the formula „non-admission of similar violations further”, reduced to installment of additional peacekeeping military units in Moldova, therefore violating provisions of art.3 and 11 of the Constitution on state’s neutrality, Promo-Lex mentioned.
In the Association’s opinion, it is up to CUC to restore order for settling down Varnita situation, as long as the Moldovan-Russian Agreement of 21.07.1992 is in force, by giving back to owners the seized goods and drafting an act to forbidden such actions.
At the same time, Promo-Lex Association regrets the lack of certain actions and strategies of the constitutional authorities in order to protect human rights and the property of inhabitants and citizens of the Transnistrian region and within the security zone.
On 21 April 2006, in the presence of the peacekeeping representatives, a group of about 60 persons dressed in military clothes entered the territory of Varnita of Moldova and seized the port of the locality.
