A project was launched to implement the New Computerized Transit System (NCTS) in Moldova, which is financed by the European Union and is implemented by the United Nations Conference on Trade and Development. Diana Levchenco, economic consultant of the Economic Council working under the Prime Minister of the Republic of Moldova, said the implementation of the NCTS, which is a key instrument in customs administration, has been long awaited by the business community. This will ensure connection with the trans-European system, facilitating significantly the crossing of the state border.
Diana Levchenco said the NCTS instrument offers benefits to the business community as it ensures the simplification of customs procedures and digitization of interaction between all the interested sides, optimization of customs control technologies and saving of business entities’ time and resources while performing foreign economic activities.
Igor Talmazan, director of the Customs Service, noted that the digitization of customs procedures is one of the Customs Service’s objectives stipulated in all the political strategies and documents approved so far. The New Computerized Transit System means one customs declaration, one guarantee from the sender to the addressee in all the EU member states. The European Union will monitor the implementation of this project and Moldova will have the guarantee and certitude that if all the steps are taken correctly, it will join the Convention on Common Transit and the Convention on the Simplification of Formalities in Trade in Goods.
Jānis Mažeiks, EU Ambassador in Chisinau, said that the customs transit is an element of political association and economic integration between the EU and the Republic of Moldova. This transit facilitates the free movement of goods between two customs posts or the transit via a number of customs posts, allows to temporarily suspend taxes, duties and particular restrictions. The simplification of customs procedures enables a trader to receive goods at an authorized point without needing to present them at the customs post.
Simon Springett, United Nations Resident Coordinator for Moldova, said the development of the national transit system will prepare the Republic of Moldova for joining the Convention on Common Transit. The European Union remains a strategic partner of Moldova and the EU’s assistance for this project to strengthen the Customs Service and to facilitate trade is extremely important.
