The Liberal Party wants the agreement of the new government coalition to stipulate the creation of a pro-European majority in the Chisinau Municipal Council. Mayor Dorin Chirtoaca, PL's representative in the negotiation process, said that other majorities must be ruled out and the vote must be unanimous even for issues not previously agreed between the coalition parties, IPN reports.

Chirtoaca said that the Liberals gathered tens of proposals and presented them to the other parties in order to discuss them during the talks for creation of a government coalition. One of the proposals is to amend the law so that local elections took place in second half of May, while another one is to redistribute seats in local councils according to the same formula as in the Parliament.

The Liberals also want to prevent the discrimination of towns and villages by preferential financing from the state budget and demand state guarantees for investment and development projects undertaken by public local authorities.

The mayor of Chisinau wants the local administration to decide the fines for unauthorized constructions, street vendors and parking. Another proposal is to develop a national program for the thermal insulation of houses: 30% to be paid from grants, 30% by local public authorities, 30% by central authorities and 10% by residents. PL also has a proposal regarding the bus stations, which should be moved to the outskirts of the city. “We want to do all this in a responsible way so that the main changes happened over the next four years”, said Chirtoaca.

So far, the negotiators of the three parties had six meetings. Asked to comment on PCRM's announcement that it is ready to initiate talks with the pro-European parties in order to strengthen society, Chirtoaca said that the coalition parties know about it and the relationship with the opposition will be a separate one. He added that creating a majority with PCRM would undermine the country's European course.
