Permissive documents based on which LCC Aidmed operates were obtained illegally, lawyer

Lawyer Radu Dumneanu says that any medical service provider must have permissive documents. These are the operating permit, the organization and operation regulations, which must contain the same activities allowed and indicated in the sanitary authorization, and also the accreditation certificate from the National Public Health Agency. The lawyer, who represents the interests of Professor Viacheslav Mosin, a former associate of LCC Repromed, noted that all these permissive documents of LCC Aidmed, which are necessary to create the appearance of providing services on the same segment of activity as Repromed, were obtained illegally.

In a news conference hosted by IPN, Radu Dumneanu said that the operating permit of LCD Aidmed was issued by the National Public Health Agency on July 12, 2021 for a space for medical activity of 145 square meters inside the building located at 19 Valea Crucii St, the same building where Repromed was already carrying out its activity. The permit was obtained at a time that the company did not own or rent that space. The sub-lease contract for this location was concluded illegally – without the consent of co-owners Tatiana and Viacheslav Mosin – only on July 20, 2021.

Further, contrary to the conditions of the sanitary authorization of July 12, 2021, on July 14, 2021, the Ministry of Health approved the regulations for the organization and functioning of LLC Aidmed. “As it was ascertained that the types of activity stipulated by these regulations do not correspond to the services indicated in the sanitary authorization of July 12, 2021 – on the grounds that many more types of activity were included than those indicated in the sanitary authorization for operation – the regulations were canceled by order of the Ministry of Health on May 23, 2022,” explained the lawyer.

According to him, the committed abuses were even greater when obtaining accreditation for the work of Aimed and in the issuance of the accreditation certificate of August 16, 2021. “The decision to issue this certificate was taken on August 16, 2021 by persons who are employees of LCC Repromed, who are in an obvious conflict of interest in relation to their obligation to be equidistant. Thus, both the chairman of the accreditation commission, Ungureanu Sergiu, and the evaluator members, Krivchanskaya Larisa and Erhan Petru, were at that time employees of LLC Repromed. Respectively, they were subordinates of Lysyi Lidia, who held the position of administrator not only at LLC Repromed, but also at LLC Aimed. Likewise, a so-called Ungureanu Sergiu was the president of “Arta Medica” Association, of which Hotineanu Adrian is a member. The same Ungureanu Sergiu, together with Hotineanu Adrian, have the quality of associates in the same legal entity LTD “VIAL BRIO,” stated Radu Dumneanu.

Cristina Mosin, an associate of Repromed, said that LCC Repromed, one of the most important private medical institutions in the Republic of Moldova, is on the verge of bankruptcy due to illegalities and acts of corruption committed by the current administration. Namely, the bankruptcy takes place through parasite companies, including Aidmed. The brand “Repromed” was illegally transferred free to LLC Aidmed without the consent of the associates in order to mislead consumers about the fact that they provide the services and to justify the collection of revenues to this parasite company. The revenues resulting from the services provided by the employees of LLC Repromed are beings stolen, using the image, personnel, spaces, equipment and goods of the company at a time when Repromed covers the costs, while the revenues go to Aidmed.
