PAS will request international institutions to influence CEC to fulfill its duties

The Party “Action and Solidarity” (PAS) will send a letter to all the international institutions that provide technical assistance to the Central Election Commission (CEC) and will ask for their assistance in making the Commission to fulfill its legal duties, PAS head Maia Sandu said in a news conference, quoted by IPN.

According to the PAS leader, the political parties in the Republic of Moldova, especially those who are in power, do not obey the law on party funding, in particular the provisions about the largest sum that can be donated in cash. The CEC also tries to protect particular parties, especially the Democratic Party, which collected donations that were by 29 million lei higher than the ceiling.

“Even if the legislation of the Republic of Moldova on transparent and correct funding of parties was slightly improved, some of the parties, especially those that are in power, do not respect it. Particular members of the Central Election Commission are trying to protect some parties, namely the Democratic Party, as this and other parties that broke the law are not obliged to pay fines, as the law provides,” stated Maia Sandu.

She also said reports by NGOs show the sum collected by the Democratic Party as donations in cash was by about 29 million lei higher and this surplus should be transferred to the state budget.

PAS jurist Sergiu Litvinenko said that following multiple requests to oblige the parties to obey the law, made to the CEC, in May the Commission tried to free the Democratic Party from the obligation to restore the money by abrogating point 32 of the regulations that ban the collection in cash of a sum that is larger than the average official salary and rejected again the challenge filed by the PAS.

According to the jurist, the CEC said measures will be taken to make the Democratic Party and other parties transfer the given sums to the state budget only after the Supreme Court of Justice passes an irrevocable decision on the subject.
