Particularities of voting in presidential elections for particular categories of voters

The voters who do not have registration at the domicile and/or have the residence expired can vote in the presidential elections at any polling station, where they will be put on additional voter rolls. These voters are obliged to fill out and sign an own responsibility statement concerning refraining from multiple voting, says a decision taken by the Central Election Commission, which is quoted by IPN.

The same decision provides that the right to vote is exercised in the locality where the voter has the domicile. If the voter has both domicile and residence, during the period of validity of the residence they vote in the locality where they have their residence.

CEC president Dorin Cimil said that a number of categories of voters can cast their ballots in special conditions. These are the citizens with the right to vote who on the election day are in hospitals, spas, health resorts situated in another locality than their permanent place of living. They can vote at the place of stay based on additional rolls.

The persons held based on an arrest warrant, until a court judgment is passed, the persons convicted to jail terms whose sentences are not yet final, persons who serve administrate punishment in the form of arrest and the persons in detention can vote at the place of stay based on additional voter rolls or the lists for voting at the place of stay.

The persons under house arrest can vote through the mobile ballot box.

The persons who do their military service can vote in the locality where their military unit is situated by being put on additional voter rolls.

The given categories of voters can be put on the voter rolls starting with two weeks before the election day until 6pm of the day prior to the election day. On the Election Day, until 3pm, only the voters with symptoms of COVID-19 can vote at the place of stay without presenting a medical certificate, based on lists for voting at the place of stay.
