The Parliament passed in second reading the Law on Traffic Safety, which aims to ensure safe and fluent traffic.
According to the Interior Ministry, traffic safety is not managed properly because of the lack of a legislative act in the field. Also, the necessity of such a law results from a busier traffic flow, generated by the continuously increasing number of vehicles, insufficient equipment for the relevant bodies, and from the inadequate delimitation of competences between public authorities in ensuring order and complete safety on the roads in Moldova.
The provisions included in the draft law refer to the technical condition, inspection, registration of vehicles and write-off procedures; requirements that a person must meet while driving vehicles on public roads; traffic signalisation, etc.
There are also established technologies that will trace violations committed by drivers; it is provided the public road administrator’s obligation to undertake measures for setting up traffic signs for speed restrictions, etc.
The draft law is in agreement with the national implementation of the EU’s objective to halve the death toll from car crashes by 2012.
