Parliament modifies almost 100 laws to ease entrepreneurship

The Moldovan Parliament, on April 24, modified almost 100 legal and normative acts regulating the entrepreneurial activity. Changing the legislation operated in the second stage of the regulating reform, commonly known as “Guillotine 2”, pursues to liberalize doing business and to create favorable conditions for Moldovan entrepreneurs, Info-Prim Neo reports.
The amendments were passed in both readings back in December 2007. However later the President returned the bill for re-consideration, suggesting more changes, largely concerning the procedure of ending one’s business, issuing licenses and authorizations etc. Most of the presidential suggestions were accepted.
The legal amendments refer to the systematization of types of activities subjected to licensing, the authorities entitled to issue licenses, and lower the number of business activities requiring licenses.
Speaker Marian Lupu stated that, by adopting the amendments, the second stage of the regulating reform ended. He described Guillotine 2 as a long and hard process. Yet, he stressed, the process of improving the legal and normative frame regulating the business environment was not ending. A new bill is being drafted with the assistance of foreign donors, which will help the Government to optimize the fiscal legislation.
The second stage of the regulating reform was meant to cut the red tape in the relationships between the state agencies and businesses.
