Moldova’s Parliament has the moral obligation to implement alternative voting mechanisms so that all the people who want to vote benefit from the right to vote and could vote not only through traditional methods, but also when going directly to the polling stations and by alternative mechanisms, the head of the Promo-LEX observation mission for the presidential election of November 1 Pavel Postica was quoted by IPN as saying in a news conference.
“For the next elections, which will be ordinary ones most probably, legislative proposals should be formulated to enable the voters in the Republic of Moldova and not only, I refer to our compatriots from the diaspora, to the Moldovan citizens who reside in the Transnistrian region and many other categories of voters who could not reach polling stations for different reasons, to cast their ballots,” stated Pavel Postica.
As to the violations on the election day, Pavel Postica said the observers of Promo-LEX reported 37 cases when electoral functionaries didn’t maintain social distancing of at least 1 meter, while in 14 cases they and voters didn’t have their temperature taken. In 231 cases, the polling stations were inaccessible to persons with locomotor disabilities. In 275 cases, the polling stations were inappropriately heated. The authorities should take measures for the polling places to be heated appropriately in the runoff vote.
In 100 cases, the polling stations were opened earlier or later than 7am, the delays being insignificant. In seven cases, electoral advertisements were seen within 100 meters of the polling station. In two cases, the observers’ access was restricted. In eight cases, the seals were not placed or were broken. In nine cases, the process to film the electoral operations was interrupted. In seven cases, the persons with symptoms of acute respiratory infections were not allowed to enter the polling station.
In five cases, there were reported rumors, attempts or even instances of reward offering for exercising the right to vote. There were identified 11 cases of organized transportation of voters and five cases of use of violence or intimidation.
On November 1, Promo-LEX had 608 observers monitoring voting at the polling stations within Moldova’s jurisdiction.
