Over €420m transferred to state budget through Moldova Support Platform

More than €420 million was transferred to the state budget as a result of the three Moldova Support Platform conferences. The financial support was provided by the foreign development partners to help Moldova overcome the crises generated by the war in Ukraine, IPN reports.

In a press release, the Ministry of Finance says the Republic of Moldova in 2022 managed to mobilize external funds in direct budget support from development partners totaling 13.72 billion lei (about €671m), by 8.64 billion lei (about €422.9m) more than planned at the start of the budgetary year. Additional funds in budget support for alleviating the effects of the crises were collected from the IMF – €55.1 million and US$33.2 million, the World Bank – €101.3 million and US$9.24 million, the European Commission - €75.0 million, the French Development Agency – €75.0 million, the Government of Germany – €40.0 million, the Government of Romania – €10.49 million and the Government of Poland – €20 million.

The foreign donors also transferred the equivalent of 199.7 million lei to the special account opened by the Ministry of Finance to collect funds for managing the Ukrainian refugee crisis.

Furthermore, US$30 million from the U.S. Government and US$14 million from the Government of Norway are expected to be transferred to the state budget in budget support through the World Bank’s Trust Fund by the end of this year.

The external financial assistance in budget support mobilized for 2023 comes to 16.87 billion lei (25.6% being non-reimbursable funds).  Of this sum, €160.5 million (about 3.3bn lei) represents financial commitments pledged at the Paris Conference of November 21, 2022.

In the three Moldova Support Platform conferences held in Bucharest, Berlin and Paris, the development partners pledged to Moldova about 1.4 billion lei in financial and humanitarian assistance that is to be allocated and used during the next few years.

The Ministry of Finance said a significant part of the support announced within the Moldova Support Platform is managed not by the Government, but by UN Agencies and private sector beneficiaries of different investment projects and guarantee schemes. Also, a part of the foreign creditors, such as the EIB, the EBRD, the World Bank and the CEB, expressed their intention to offer support for infrastructure investment projects over the next few years so as to contribute to building Moldova’s resilience.
