Over 907,000 voters participated in the national constitutional referendum by 3:00 PM, representing 32.11% of the total number of registered voters. This data was presented by the Central Electoral Commission (CEC) during the 4:00 PM press briefing.

For the referendum to be validated, at least one-third of voters must participate.

The CEC reiterated that voter turnout data for the national constitutional referendum is collected from local electoral offices, then sent to district electoral councils, which in turn transmit the information to the Central Electoral Commission. The counting is done manually by tallying signatures from the voter lists, and the data is transmitted via phone and email. This process causes a reporting delay of about an hour for the referendum figures.

In total, by 4:00 PM, over 1.143 million citizens had cast their votes, participating in both the referendum and the presidential election.

Polling stations remain open until 9:00 PM.
