OSCE Parliamentary Assembly approved Resolution on Moldova

OSCE Parliamentary Assembly adopted a resolution on Moldova, urging the Russian Federation to withdraw its troops and munitions from the territory of RM and to transform the peace-keeping forces into an international mechanism. The resolution says that the Transnistrian issue is a threat to security and stability in Europe. The lack of a solution in settling down the conflict stops the economic and social progress of RM and the future integration in European structures. At the same time, the consensus of the Parliament of Chisinau and the society to offer the Transnistrian region a broad autonomy is welcomed. It is also recognized the progress registered lately, ensuring the development of democratic institutions, mass media freedom and the power of law in Moldova. OSCE PA considers that the draft on providing a special status to Transnistria within RM, which would strengthen and ensure the sovereignty, independence and territorial integrity of RM, is the main purpose of the negotiations. The Parliamentary Assembly requires to RM Government and administration of Tiraspol, with the support of negotiators and observers, to seek actively ways of resolving the conflict, and to respect further the international principles and standards, including the respect of fundamental human rights and liberties. The Transnistrian authorities are called to stop the restrictions over the civil society and to promote democratic reforms. The resolution welcomes the temporary solving of the issue of Dorotcaia and calls the parts involved in the conflict to resolve, in a constructive way, the other problems of the Security Zone. OSCE Parliamentary Forum also is informed about the decision of the European Court for Human Rights regarding Ilascu case, demanding to be undertaken all the necessary actions in order to immediately release the other 2 prisoners of the regime of Tiraspol. The Assembly calls on the Russian Federation to restart and to finish the process of withdrawing of its troops and ammunitions from the territory of RM according to the engagement taken at the OSCE Summit in Istanbul, in 1999. OSCE PA believes that the dialogue between the legislators from both banks of Nistru will help to increase the mutual trust and reiterates the availability of the team of PA to support this dialogue. The 15-th Annual Session of OSCE Parliamentary Assembly was held on 3-7 July 2006, in Brussels.
