Oleg Burlacu competes for the post of mayor general of the municipality of Chisinau on behalf of the Liberal Democratic Party that is led by ex-Premier Vlad Filat.
He was born on May 12, 1977 in Măcărești village of Ungheni district. He graduated from the local general school and then from the National College of Informatics and Law in Chisinau. In 1996-2000, he studied at the Faculty of Law of the University of Bucharest, while in 2010-2011 he studied for a master in criminal sciences at Titu Maiorescu University in Bucharest. Since 2016, he has studied for his doctorate at the Moldova State University, the Faculty of Law, the International and European Law Department.
Since 2007, he has worked as a coordinating lawyer at SCPA Burlacu & Partenerii in Romania and as a lawyer at the Bucharest Law Firm.
In 2012-2016, he headed the privatization, public services and public sector commission of the Local Council of Sector 5 of Bucharest. In the same period, he sat as a councilor on the Local Council of Sector 5 of Bucharest, being a group leader. In 2019-2021, he sat on the Supervisory Board of the National Power Grid Company SA “Transelectrica”.
Since 2022 until present, he has sat on the Local Council of Sector 5 of Bucharest. Since 2022, he has also headed the commission for urban planning, public works, territory administration, public and private sectors of Sector 5, property and land. In 2022-2023, he served as deputy mayor of Sector 5 of Bucharest.
He has also held political posts in Romania. In 2009-2012, he was deputy chairman of the Democratic Liberal Party (PDL) in Sector 5 of Bucharest. In 2012-2014, he was first deputy chairman of the PDL in Sector 5 of Bucharest. In 2015-2016, he served as deputy chairman of the National Liberal Party (PNL) Bucharest, while since 2018 he has served as deputy chairman of the PNL in Sector 5 of Bucharest.
For the period between January 1 and December 31, the candidate declared almost 93,000 RON salaries as deputy mayor and local councilor from Sector 5 of Bucharest. His wife in the period earned over 394,000 RON from SCPA Burlacu & Partenerii for legal activities. The family also declared 7,635 RON in child benefit.
Since 2018, the candidate has owned half of a lot of 1,000 square meters within the built-up areas obtained by a donation agreement, a villa of 220 square meters acquired in 2018 by a donation agreement and an apartment of 100 square meters in Bucharest purchased in 2020 for €180,000.
As a candidate for the mayoralty of Chisinau, Oleg Burlacu said that in four years Chisinau City can be much more developed, cleaner and richer. If he is elected mayor, he promises to build a solid waste treatment plant, to purchase buses and trolleybuses and to build 50,000 parking place. The candidate aims to decongest Chisinau by modernizing at least seven boulevards and by building two overground passages at crowded intersections.
Following a draw, it was decided that Oleg Burlacu of the Liberal Democratic Party will be next to No. 13 on the ballot.
