The bill regarding compulsory medical insurance for 2007 plans to increase the medical insurance wage tax from 4% in 2006 (2% from the employee and 2% from the employer) to 5% (2.5% from both employee and employer). The increase from MDL 816 to MDL 1209 of the cost of the medical insurance fee and a 12.1% increase of the state budget expenses for state medical insurance are planned. The project also plans an income of MDL 1.9 billion, a MDL 0.4 billion increase compared to last year. According to the head of the National Campaign for medical insurance, Gheorge Rusu, the profits will mainly originate from the state budget – MDL 1.195 billion, the insurance fees paid by both employee and employer – MDL 705 million, the compulsory insurance fees (selling of insurances) – MDL 35 million, and from the insurance for foreigners – MDL 850 thousand. The state transfers are 65.5% of the total figure. The finances will be distributed according to legal acts – 94% in the medical purchase fund (main fund) and by 2% each in the reserve fund and in the prophylaxis fund. In order to improve the service of medically insured persons, increased transfers for several medical areas are planned, Rusu mentioned. The emergency medical service will have financial transfers of MDL 158 million or by 21% more compared to last year; the first medical assistance – MDL 567 million or by 42% more; the specialized stationary medical assistance – MDL 134.7 million, or by 44% more; modern medical assistance – MDL 37.5 million, by 88% more; for household medical attendance – MDL 2.7 million, an increase of 75%.
